You could meet Ted Kennedy in the Dirksen office building in Washington, D.C., that is the building all the senators have their office in. It probably isn't that hard to get a visitors pass or something.
That is the only guaranteed way to meet a Kennedy if you are really talking no B.S.
Of course, there are lots of random Kennedy's wandering around, but I don't think that is what you mean.
