I have a 1999 volkswagen beetle 2.0 I'm trying to get the bolt out of the crankshaft so I can change the timing belt.

I've been going counter clockwise to loosen, but have broken my extension.

Am I going the right way? Should I be going clockwise to loosen?

You are going the right way but the bolt might be stuck. Spray some WD-40 on it and let it sit for a few minutes and try again.

Yes, you're going the right way. Yes, those puppies can be tight. When you have followed all the advice given here, try shock loading and see it that helps. Give the bolt a good smart whack with a hammer. Sometimes that will help loosen the rust that's holding it in place. By the way, WD-40 isn't the best to use, you might try liquid wrench, it doesn't a better job of dissolving rust.

You are doing it all wrong, my friend;) Go straight to newbeetle.org and meet the funny, helpful, charming people who are NB owners. Many ppl have done this exact job themselves and you'll find pictures and advice if you just search around a little. Wait until you have the info. I have learned the hard way with these cars that sometimes there's a funny trick to getting things installed and installed again, like you have push it this way and twist it that way... Just try newbeetle.org - we will help. We are a very friendly bunch:) My 1998 NB Ladybug says 'hi' to your New Beetle;)
To get the crankshaft off you need "Metric allen wrenches" - as my newbeetle.org buddies tell me. You go there ask your question. I really recommend it.

yes, you are. Try another extension; might have been defective or previously cracked. A little heat goes a long way as well, careful not to burn up the pulley.
