I've tried dry dirt, kitty litter & baking soda -- no positive results.

Use Simple Green cleaning solution. You can get this at most hardware outlets and automotive supply stores. simple green is a degreaser that does not harm the environment and works well on your type of problem. Pour simple green directly onto the oil spots., don't pre- wet the spots with water! let stand for several minutes, then take a stiff brush and scrub until stain is removed. flush off with garden hose. you may need to repeat these steps a few times to remove all of the stain. good luck!

Old Moose gave a good answer, but in addition, if that doesn't work, try gasoline, scrub with a stiff brush and then wash that with the simple green. Should work.
