If your friend has secured a rental lease agreement via fraudulent means, the complex management should take immediate steps to evict him, and there will be no problem for them to obtain an eviction order, regardless if he up to date with rental payments.
I suspect that if there is no legal leaseholder name on the lease, who can personally oppose any action, such as power withholding, the management has no obligation to provide eletrical services.
Your friend may be well advised to pay any outstanding amount owed to the apartment management by him and seek shelter elsewhere under his own identity.

If they have concrete evidence of the identity theft and have presented it to the appropriate people, then such activities should cease. At worst case, they can probably file an injunction to stop such activities while the matter of the identity theft is cleared up.

unfortunately yes - they need to contact an attorney and see if they attorney can help them get it straightened out - how does someone stealing thier identity make them unable to pay thier own electric on the place they live in? if they got thier paycheck they can take it and pay the bill - identity theft would give them other bills in thier name - unless they are paying on those other bills - which they should not - they should still have the money to pay thier own bills!!!

They are disconnected because they don't pay thier electric bill, so they have to pay thier bill.
They have to pay thier rent or they get evicted.
And yes, the identity theft only gives them reason to not pay the bills the other person did not thier own bills.

Pay the power company and the rent where they live. They live there. Nobody stole their identity when it comes to there home.

unfortunately,,,, yes,,,, put all your payments on a secured account,,, that will cover your expenses until your case is resolved,,,, this happened to me,,, but I was lucky to have had a secured bank account FDIC protected,,, or use to be,,, I think Bush is trying to do away with this and any federal agencies protecting American citizens from fraud or identity theft
