am I hacked? Are they just data miners? I am constantly having to delete tracking cookies.
Do I need to worry about going to my bank accounts online?

Follow these :-
1.Check your Microsoft update shedule.
2.Monitor the time for which the modem blinks. If it's short(10-30 sec), not to worry much.
3.Check if any other installed software is updating regularly, for example Antivirus, Antispyware, etc.
4.Next time if it happens, switch off the modem, run a deep scan for viruses, trojans or backdoor runners.
5.If found nothing then let the upload/download complete itself.
6.check the transfer rate (using task manager), is it above 20% of the maximum speed. If yes, keep your machine disconnected for a day.
7.Check if "PING" is on. Let it be on if it is.
8.Create a restore point as soon as possible, take any extra safety measures if you have like backup.
9.Lock the drives/folders that contains important data.
10.Empty the "content ie" folder and contact your network provider.

I can't say about your bank account but......., but not reccommended, hit your modem with a rod and use "USE ME".

if its you modem sending data your fine. i assume you have dsl or cable modem ..

and it has to send and receice data for it to work
