Do not do anything that the message suggests you to do. First off, block that person if you don't know who it is from. Secondly, do not dial that phone number. Often, these numbers charge you unthinkable amounts per minute you connect with them, it is just for scamming you out of your money.

Simple answer. Delete it. As a computer programmer and former telco employee I can tell you that it is possible that a phreaker is trying to get your phone number. A phreaker can setup a number through the telco that they can use to obtain unlisted numbers. They can then acquire certain details of your account with your telco whether it is a cellular account or a landline. Once they have certain details they can steal your identity, credit card information, setup additional phones under your name, etc.

Go to www.whitepages.com and do a reverse phone search. If it's a landline, it'll give you a name and address, if it's a cell phone, it'll tell you the carrier.

You could also try responding and asking who they are.
