Actually, there is. The FCC has to approve all electronic devices that transmit and receive signals on that spectrum, so the FCC regulates whether or not a cell phone can go on the market. I don't know if "cell phone volume" would be an issue that would prevent them from approving a device (typically they're concerned with how strong the transmission signal from the device is), but the FCC is the regulatory agency that oversees this.

No there isn't. Some people really need very loud phones because they have hearing difficulties and would not otherwise be able to use a phone. It can (like any loud noise) damage your hearing so use it at the lowest possible volume for you!
