Hydrogen gas (H2) is very combustable, (Oxygen gas [O2] is not), but water (H2O) does not burn.
When substances are reacted, their chemical propertis change completely. In the case of Hydrogen and Oxygen gas, when these two substances combust, the product is water. Water represents the produce of the two substances burning, it is no longer the original substances, it is totally new.
Just like you cannot burn the ashes of a camp fire like you would be able to new wood, you cannot burn water since it has already been chemically reacted.
The Hydrogen is already bonded with the Oxygen in the case of water, there is no reason for it to furhter react with Oxygen since it is already in a stable state.

Because the H & O molecules are tightly bound together. When atoms combine, the resulting molecule has radically different chemical properties. The same way that salt, a required nutrient, is made up of 2 dangerous and poisonous elements, Sodium and Chlorine.
