Mutiply $28 by 0.30, then subrtact 28 again, and that should tell you how much it is. ($19.60. It will come up as -19.60 though, just ignore the negative)

I'm horrible at math so what I always do is just start from 10% and work my way up there. So 10% of $28.00 is $2.80, 20% would be $5.60 then 30% would be $8.40. So a 30% markdown would cost $19.60. Hope that helps!

one of the easiest ways to do this in your head if you're not too math inclined is to work with 10% at a time. All you have to do is move the decimal point over one space to the left and then in this case multiple by 3.
10% of $28 is 2.80 (almost 3 bucks), and then times 3 gives you almost $9, so your final cost is about $19 - $20.
Another trick is to work with percents you may know, like 25% is a forth, 33% is a third. so if something is 30% off, that's almost 33% (a third), and a third of 28 is almost 10.
Of course it's not exact numbers you're dealing with here, but they'll get you pretty close to knowing what you should be paying.

The easiest way is to break it down to 10%. 10%, or one-tenth of $28.00 would be...$2.80. Now, multiply by 3 to get back to 30%. You can round up or down to make it easier so $3 x 3 = 9. Now you know that you are roughly saving $9 on the shirt ($8.40 to be exact).

Well..... if it's 30% off, that means you're only paying 70%. Either bring a calculator (.7 * $28 = $19.60), or you could estimate it:
70% is a little over 2/3 of the price. Divide (estimate) $28 by 3 in your head..... roughly 10. So *2* thirds of that would be 10 + 10..... about $20. It compares.....

To do percentages in your head here is my trick - use 10%
10% of 28.00 = 2.80 (just move the decimal 1 place)
3 x 2.80 = 8.40
28 - 8.40 = 19.60
Alternatively if you wanted 15% you take 10% and then add 1/2 again:
10% of 28.00 = 2.80
1/2 of 2.80 = 1.40
15% = $4.20
