There is no cheaper alternative. A decent router will be less expensive then one computer with two network cards and a crossover cable, will allow more customizability, and will be more secure. Generally better in every way.
Only $20 with rebate is the nice DI-604 router. I use it personally and it is a dream, many settings and easily configured. Under IP you can assign a static IP.
Once you give the router a static IP, change your PC to dynamic IP. And that's it.
A router is the cheapest and simplest alternative- I suggest the one above because it is cheap, stable, easily configured and has many settings.

with out a physical splitter for the internet connection, such as a router or a computer with two ethernet ports, the cheapest way would be to plug in one computer at a time and share that way. A pain in the butt, and only one can be on line at a time. The router will assign an ip address from the internal(in your home) network to share the static ip address. this is in a sense a hardware firewall.
