I saw where a resort was using rock salt in all their pools and it worked really well.

Don't get the mistaken notion that salt is a sanitizer. Adding salt to a pool is one method of chlorination by use of a chlorine generator-- which turns salt water into chlorinated water. Without the device you have done nothing to sanitize the pool. Since there is no filter system it's best to just dump and refill as needed.

Too much salt is very dangerous to small children. I would use a product prescribed for the purpose.

Nope - it won't kill certain forms of algae. Heavily diluted chlorine is your only answer - other than emptying and refilling it every day.
