Sometimes under certain conditions, hot water can back up the cold water line. It doesn't go very far, but if the faucet is close enough, you can get hot water out of the cold tap. It wont last very long though. If you are continually getting hot water at the tap, try this. Turn on the cold and hot water taps. Let them run for a little bit. Get under the sink and feel the lines going up to the faucets. Follow them up and see where they are connected to the faucet. That will tell you if they are hooked up backwards. Good luck!!

NO,, a messed up hot water heater can not mess with your cold water!! those other two answers just shows how stupid people are!! the cold water comes directly from your supply, the hot water branches off from the supply and goes into the heater and then by seperate lines goes to the hotwater taps,, someone connected the wrong line to your faucet!!!
