Belgium.
"as a result of the 1993 constitutional revision that furthered devolution into a federal state, there are now three levels of government (federal, regional, and linguistic community) with a complex division of responsibilities; this reality leaves six governments each with its own legislative assembly"

All nation-states were created at some point in history. Look at the how all of North America, South America and Africa looked in 1200 as compared to 2006. Modern Italy wasn't "created" until the late 1800's. A soverign Vatican City was created in 1929. So the answer to your question really is all countries have been artificially created.

Ohhh... good question... and it has the makings of a real "Bar Bet"

Well, let's see... Kuwait was artificially created... Israel... Palestine... Bangladesh, Haiti, Rwanda, Saudi Arabia, Thailand, Cambodia... a couple in Africa... Timore, Samoa, Indonesia... I'm sure there's more, but I don't know about the 6 governments thingy and some of them don't have a King.

I give up.!

Actually, they all are. The Earth did not start out with borders for countries so they're all man-made. Governments create other countries through war and supporting revolutions (popular or not).

Holland was artificially created. Most of it is below sea level, and it was made by building dikes and pumping out the water.
I don't know about the king though. Holland has a queen.
