The thing about the word "terrorist" is it is used so loosely anymore. The one thing you have to understand about any Middle East country is the fact that a large part of the population is Muslim, and Muslim extremists are usually if not always the ones who become terrorist. So, no matter how many times you do the math and figure out the percentages of "terrorist insurgents" the number will always change. The only way to really get rid of terrorism is to get rid of peoples personal beliefs, and that is not something that will happen.

There is no way to accurately be sure of how many people in the Iraq army are insurgents. They don't walk around with a big sign on their chests that say: Hey there! I'm an insurgent! Wow, who woulda guessed huh?
