I think the toughtest is the Ankle Lock, but only when Kurt Angle makes it blocking the leg with his legs because the oponent can't escape,and can't use the hands as in the other case,but can only give up by pain. The second move less tought than Ankle lock is
Lasso from El Passo,it's a kind of Walls of Jerrico(Chris Jerrico) and the head takes pain,the abdomen also and the legs and arms are blocked.

My first pick is the STFU. It works on the back, the leg and the neck area. The tighter the lock, the more painful it becomes. It is virtually inescapable, and, well, it works for Cena. After dispatching his enemy's back in awesome fashion, John Cena locks in the STF maneuver to further cause damage in the back area.
My second pick would be the Indian Deathlock. It is extremely excruciating in the leg area. Although there is a way out of it, it's not that easy to do. The lock maims the legs and reduces a foe's strength, making him easy prey for the Game's Pedigree maneuver.

Because Bret Hart is the greatest wrestler of all-time (at least the most techincal) and that move actually hurts, hard to escape IF the person applying it is somewhat strong/muscular.
A. Ankle Lock
Kurt Angle was an olympic wrestler that has used this move all people all over the world. It may look simple, but its effective.

I'm not quite sure what you mean by toughest but I'll give it a shot. If you mean toughest to escape from that is simple. You gotta go with the Bow and Arrow. Your legs are locked and your arms are locked. It kills your back and you really cant do much as far as striking to get out of it. You could also argue a full nelson with scisors hold. Bob Backlond did this.
If your talking most painful I gotta go with Full Nelson Streatcher. Never heard of it? It's used in Japan. You get your apponent into a full nelson and then turn to the side so your back is twords their side. You then bend over and pull them up so their back is laying perpendicular to yours. Their feet will be off the ground while you hold them in a full nelson position. Trust me it hurts like hell.

I do believe that the Ankle Lock wins this one. Angle targets the ankle, breaking it, and causes pain to the unlucky recipient. He secures the lock by 'grapevining' his legs to the enemy, allowing no escape whatsoever. It is the most ruthless and unforgiving finisher in WWE.
Second place? The Lasso damages the back area of the recipient. Eddie's locked it several times already, and I have to say, this move elevated Guerrero to a higher level of competition. He's beaten the likes of Rey Mysterio and more. Pick me, okay? Please??

You completely forgot the mandible claw, it's a legitimate hold. It pinches nerves in the bottom of the mouth paralyzing the jaw and shooting pain throughout the entire body nearly incapaciting the opponent. Figure four leg lock-there's no chance you'll get out of it
STFU-has made triple H tap out and anything that makes the cerebral assassin tap out, is a good submission move

the ankle lock just look at what happened to orton late in th ematch when ur worn out u cant break cuz it kills likea mutha
and the master lock no ones eva broken it and it makes u dizzy and u can pass out pretty easy bein flalled around like that it also puts tons a pressure on ur nneck
