England only has one flag - the flag of St. George (red cross on white background.) The Union Jack is the flag of the UK, and is made up of the Scottish, English and Northern Irish flags, while the Welsh bit is intimated but not included.

To the best of my knowledge, they have only one flag. The Union Jack is always misunderstood to be the English flag, when in fact it is the British Flag. It is made of the English, Scottish & the flag of the Patron Saint of Ireland.

One is for the United Kingdom (which includes Scotland and Northern Ireland) and the other is just for england (the red cross thing) which is the cross of St. George (I think...) who is their patron saint.
