It is after birth yes.. painful for a day you need to take anti-biotics and it will bleed if not careful. males often have this done after their fully grown or even at teen yrs. it's a procedure done local anethestic, and they use a sliding snip tool intrument to cut off extra foreskin. any cuts or minor operations will hurt but not for long. treated as a wound.

for a guy - it sometimes has to be done as on occassion, the skin does not fold back as its supposed to. The operation is not painful if a good aneathestic is used however, there is some discomfort for 7 - 10 days while its healing.
for a woman - it should not be done, this is just buthering a woman for no particular reason other than culture

depends on if you are a newborn or a grown man...
Newborns, it is painful no matter what they say. They do heal rathe quickly with the proper care and cleansing.
With men, it is painful, and can make them emotionally distraught. They are rather fond of their "little friends" they will take longer to heal.

I don't think you have to worry about it. But for a man it is extremely painful. It is usually done immediately after birth for that reason - then it's uncomfortable and heals very quickly.

islam orders circumcission soon after the birth of a male child ,,,,,,,,,,,,,,,,,,,,,its better within a month or so according to the health conditions of a child....its obviously painful for child as well for a grown up male , but normally children dont have the bad habits to cry for the minor things in life,,,,,,,,its we the grown ups who always complain
