Makeup does not damage your skin. It can give you spots if you don't take it off at the end of the day.
I'd go for whatever mood you are in that day. If it's a nice warm sunny day then go for light colours. If you're going out on a night, then go for a darker look.

Your skin color will change over the course of the year depending on how active you are. As a hispanic woman, I get a little darker in the summer (sometimes too dark if I go to the beach!) and get pale in the winter. So you may need to change your foundation from time to time... or by keeping a healthy skin regime not use makeup as often!
The ladies at the makeup counters at department stores can help you apply the makeup and recommend which looks best. Don't be intimidated by the idea that you have to buy all the products they try and push!! Just get what you need and be happy!
Overall, foundation actually gives you some sun protection, though you really ought to make sure you use a moisturizer with some UV protection or make sure your makeup contains it. In fact, everyone ought to be protecting any exposed skin with UV protection year around. Goodluck!

Darker makeup than in winter or no tan. If your skin is dark all year, why would you wear a makeup that is lighter? Match your makeup to your skin tone - it should be the same shade all the time. And makeup does not damage your skin - it protects it. Just make sure you put a moisturiser on first as makeup should never be put on bare skin.

i have the sam tone of skin as you and i use dark and light, see the good thing about tan complexions is you can pull of a good smoky eye and dark eyeshadows but light colors are always best and look good on nay skin tone but you can defienletlyey pull off alot of liner etc, one time i did a really good smoky eye and all my friends were like "how come when you use eyeliner it looks good" and he rmom interrupted "well girls with dark hair eyebrows and tan complexion can pull it off" and if you have brown eyes to you can defienletley pull a rally deep smoky eyes.
