"I am with stupid" is a joke indicating that the person you are with is not smart.

"Talk to the hand" is an expression that is somewhat out of fashion now, but it means that you don't wish to listen to the person who is speaking to you and you want them to know that what ever they say, you will not be paying attention to.

They are just what you called them, expressions, and the first one is meant to imply the person you are with is stupid. Some people find this humorous. ( I do not think it is) Talk to the hand means the person puts their hand out, palm out and essentially does not want to talk to you. It is a rude expression in my opinion

I am with stupid: is an insult that technically implies that the person you're with is not clever so you tend to look smart or even smarter.
