They are a code, originally developed/standardized to help firefighters responding to a scene to know what dangers they might face. Red is flammability, yellow reactivity to air or water, blue health, and white for other warnings (corrosive, etc.); there is some variability in this. But numbers run from 0-4, with 4 being highest danger.

The numbers tell how dangerous the gas is and what kind of danger it poses. A bigger number is more dangerous.
