How about something to play with, large duplo blocks (no not just for boys they help develop fine motor skills and spacial awareness) and something special like a name broach.

If your niece has all the toys and clothes that she needs, offer to her parents that you would like to help set up a savings account in her name. It is a wonderful gift.

If you can afford it, Microsoft's Intelli-Table is a wonderful gift for little ones. I bought my son one when he was a year old and he loved it. He's grown out of it now and it's passed on to the new babies in the family and every one of them love it too.
If you need something a little less costly then that, just get her a big box. Kids' love boxes for some reason. Get her some crayons and let her 'decorate' it herself.

stuffed animals.gift card 2 toys r us(gift cards ensure no returns),take her out for a couple hours and do something w her(this would be a great gift 4 both her and her mom!!!)outfits,fisher price age appropriate toys,things 4 her hair,y dont u get her pictures taken?maybe things to keep her busy in the car?

it depends on your niece's personality. in their first year they're learning to play. my baby girl cousin used to hate barbies but she loved stuffed animals, and my baby niece loves stuff that are like electronics. get to know your niece, i'm sure u'll be able to find her something she likes :D . or take her to a toy store and let her walk around--if she can walk--and choose something, they can do that at this age.

One year olds are notorious for being more concerned with the wrapping paper than the gift. I would suggest an inexpensive, fun little toy, developmentally appropriate, in shiny crinkly paper, and a savings bond or contributing to her college savings account. :)

A cute outfit and a walk n' learn, or something age developmentally appropriate. Even if she is already walking this could help her.
