Yes - just ask at supermarkets. All phonecards only work in the country you buy them in, but you can use them to ring other countries.

There are quite a few, and they are available everywhere. Where they sell phone cards, ask for one that works exclusively to call Great Brittan, I know they exist, I've seen them.
