The DR is a pretty safe place to go play, especially the resort areas. The capital Santo Domingo has some dangerous spots at night like any spralling LatAm capital city, jsut ask your hotel and you should be fine, but the only reason to spend any time there is to see the hostorical sites if interested and you can do most in a day.
The DR splits the Islanad of Hispanola with Hatii, occuping the Western half of the Island.
There are 3 main tourist areas, 4 if you count Santo Domingo and the neighboring sleezy Boca in the South.
Puerto Plata is a beach and fishing town with lots of water activities, but the water isnt very clear and the area is monoploized by Europeans-mainly German Men looking for prostitues, I dont recomend it.
La Romana-Casa de Campo is in the SE conor, and while it also have many water activities it caters mainly to golfers.
Puerto Plata is in the East about a 2 hour van ride from SDQ ariport(there are tons to chose from) It has spectactular clear Emerald green water and magnificent beaches. All types of water sports, surfing, diving and snorkeling, sailing and fishing, golfing, hosreback riding, hiking..just about everything. There are hundreds of resort along the 8 mile beach, most are are inclusive and have many "daily events" for their guest. There are at lest 3 or 4 chains that own 4-8 hotels here and you can use the facilities of any of the hotels in their chain when staying at one of thier hotels so this gives you a lot of variety, and they have frequent shuttles running betwen the hotels.
If you are feeling adventurous, ou can rent a car and do a road trip around the counry and see all the sites, see the beautiful Cordillera Central mountains were its very lush and cool, go up to Puerto Plata, then across the top to Samana in the NE cornor-more a resort area for the DR's small but nice friendly and great water, then down to Punta Cana for a few days, stop in La Romana on the way back to SDQ. You can easily do this in a week. But remmeber not many people speak English outside of the resorts, so bring a Spanish dictionary if you dont speak Spanish, but its a great adventure.

Make sure you brush up on your Spanish (at least the basic phrases), bring small bills (change is scarce in most resorts), don't drink the water, bring some snacks, especially if you have small children, and bring any medications and sunscreen with you. I would recommend the horseback riding on the beach (if you are going to the beaches) and the monster truck mountain tour!
As far as the passports, yes, I believe that it is now required. Previously you could use a birth certificate and ID, but that is changing. A passport is much easier to use anyhow. If you don't already have one, you'll need to get expedited processing to get it by July. Check out the State Department's website for passport and other travel info pertaining to you trip to the DR!
