the house is a grade 2 listed building. does this make a difference ?

Yes it makes difference, you need permission to do anything with a listed building, check with the council, makes more sense than doing something and having to take it down later.

Don't think that you do, but check with your local town hall planning dept and there might be some restrictions on size, etc.

if it`s not a fixed unit then no, if it is and below 4feet then no, otherwise yes
