Hi, I am into recruitment myself and have worked with big recruitment firms, so pleae treat this answer with this background. You may get help from the following guidelines:

1. Make sure that you treat the candidates right from the onset with an embedded hint or straight fact-stating that, the outcome could be negative as well. This prepares the candidate for the negative outcome.

2. The candidates sometimes treat the negative outcome as some bad certificate about themselves. Make sure that you tell the candidate in advance that you are looking for a "fit" and not the best. This is true also, sometimes a cleint would offer someone less competitive keeping in mind the issues like stability, growth etc.

3. Break the news to them nicely (probably you are looking for this one liner). Its NOT right to keep them hanging with your comments like " we are waiting for a feedback" or " its on hold, will keep you posted" you are postponing it unnecessarily. Eventually the candidate will get the message BUT you will lose your relationship. The best would be to break the news without hyping it too much:

They have not shortlisted you, though they found you good and we also feel that you were a good choice. All this does not at all means that you are not competent. Its only that this particular opening had some mismatches. We would like you to be in touch for something coming up in the future.

You say this or you don't, candidates know it. If you say it, you are taking their side and hence making the relationship stronger.

4. Remember, good candidates are a resource you should treat nicely. they may offer you good opportunities to place them and sometimes they may become your clients. And something which we do not see immediately is that your informal network is growing.

Do write back if you are not satisfied with this one.

There is no good way to tell people they have not been selected. One way is to say that there were several good candidates and that the person concerned was not successful on this occasion. The golden rule is to say as little as possible: the more you say the more they can find something to feel unfairly treated about.

An important consideration is whether you want to indicate to the person that they will be considered if they apply again. If you have two good applicants, you do not want to put off the unsuccessful one for ever. On the other hand, if there is no chance the applicant will ever be employed by you it is a waste of their time in applying again and yours in processing the application if you do not tell them e.g. that they do not have an essential qualification.

In countries with strong employment legislation you may have to be able to demonstrate that you selected fairly using relevant criteria such as properly validated psychometric tests. Also, professionals such as occupational psychologists operate under ethical codes that require them to give feedback to job applicants.This is another story. I do not know about employment law in Dubai.

One final point. It is very rude not to tell people the outcome of job applications at all.

In most of the cases overseas recruiters do not tell the unselected applicant any thing. In other cases also many companies inform only the selected/appointed.The unselected go on waiting and die.The more practical way now adays used is an announcement in news paper"Please refer to our advertsement dated........Thank you all the applicants.The recruitment procedure has since been completed and appoinments made.Individual regret letters will not be sent.Try your luck next time For XXX co.HRD DEPTT...."

How did you get the job if you don't know how to do that? Its an essential part of your job!
If you've ever been turned down for a job, how did they do it and how did it make you feel? Even if they are the most unsuitable candidate in the world, be professional.
Write a short formal letter, something along the lines of

Dear Blah Blah
Thank you for your interest in the position of insert job here. The vacancy has now been filled.
Good luck with your future career.
sign your name here.

Don't waffle, don't be apologetic, just tell them. We've all had the rejection letter and we don't go to pieces.

it's not all that hard . all u need to do is tell the person something like this .........
" we appreciate the interview you had with us on (whichever date ) . however ,while u do meet some of the requirements that we are looking for ,we wish to inform you that at the moment we cannot consider you for the (whatever post). u could mention the reasons if need be (however its best not to disclose the reasons) in future should there be a suitable vacancy we could consider you should you try for a posted vacancy . thank you for your time .
.............. always end the call positively with hope and a smile .

One of the options could be this:

Strictly speaking on the message conveyance part of the letter......
" We, XYZ Company, understand & appreciate the efforts which you have taken to be a part of us. Infact, you have really made our interviewers think a lot on deciding the apt one for the post of YIUIOPP. We tested all the participants on parameters like A, B, C, D & E. Even though your performance was above the majority of the applicants, we considered Mr./Mrs. QWER for his/her excellence in all the above said factors. We wish you all the best for your future career & let God's love & blessing sfollow you wherever you go. Keep in touch with us to know more openings in our organization."
