Is it right that Scottish MP's are allowed to vote on purely English issues, yet an English MP can not vote on purely Scottish issues?

Yes as legistration passed in the houses of parliament will cover Scotland and the rest of the UK. Local matters are completely different and thats why we have local government.

In my opinion it is not. It is not true to say that all legislation passed in the Houses of Parliament are for the whole of the UK, as they are often only for England and Wales, or even a smaller part of the UK. The Scottish MPs were necessary for the passing of the Higher Education bill 2005 that only affected the Universities in England, Wales and Northern Ireland.

There have been attempts to change the Staus Quo, and after the Scottish voted for the Scottish Parliament, part of the deal was that the number of Scottish MPs would be reduced. Also the welsh and Northern Irish have accepted some self-rule, and John Prescott attempted to set up the first regional english parliament in the North East, which was opposed in a referendum.

So despite the unfairness of the current situation, noone seems to be able to or even want to change the situation, mainly because the public don't really care.

The English public will care more after the next election if, as is possible, Labour clings to power with Welsh and Scottish votes and the Conservatives win England. The Conservatives won more votes but fewer seats in England in 2005, yet England - the largest part of the UK - remains governed by Labour.
