It could be for breeding, territory, or just plain heck of it. It's very difficult to tell the difference between males and females.

arrrg! I've never been able to keep neons healthy for more than a month.. Its the only type of fish i cant keep. For me neon's are like the Canaries in the mines, neons swimming funny check the tank for something wrong

they're playing chasy. With fish that small it's very hard to tell, ask at the pet shop where you bought them
