The word 'Hacker' was used originally to MEAN programmer.
The missuse of the word in todays society came about due to a film. They were refering to people 'phishing' which is breaking into other computers.

A programmer or computer scientist is a person that creates software for a computer. 99% of the time programmers are legit, hard working individuals that can make everyone lives a little better.
A hacker is a computer user (programmer and hardware specialist) that uses, creates and/or abuses loopholes in software and hardware. Their activities are mainly illegal but in some case they may not be (eg network tester). Hackers tend to come from the more marginalised areas of society (so try not to pick on the little guy if he is really smart).

I suppose both are programmers, but hacker works just to hack a computer, while programmer works to create some programmes.
One more thing, hackers may be knowing more than a programmer.

High level Hacker is some ultra-specialist programmer, with strong knwoledge about network, servers, DBA. Crkacker is more like programmer.
Through internet there are a lot of malfunctional clones that use program from others and have will and patience to hack systems.

Hackers many times will hack into pcs. Crackers many times crack passwords therefore, hackers are many times crackers (hackers crack passwords to get in) yet not all crackers are hackers.
