To get your feet soft and keep them soft, you need to exfoliate (remove dead cells from the top layer of skin) and you need to moisturize. There are several exfoliants you can make at home that will help soften your feet:

Oatmeal and a little water or milk. Take about a cup of dried oatmeal, and mix in enough liquid to make a thick paste. Put that on your feet and rub it in very well. Using your thumbs, rub in small circles all over your feet, concentrating especially on problem areas like heels. Rinse off, pat your feet dry, and follow with a good thick layer of lotion. This scrub is good, but is usually better for maintenance, after you have gotten rid of the really rough spots.

Olive oil and salt. I use the very coarse dead sea salt, but you can use any salt, though the coarser it is, the better it will work. Again, like above, you take about a cup of the salt, and add oil to make a paste. Rub your feet thoroughly, as described above. Instead of rinsing, actually wash your feet to remove as much residue as possible, and follow up with lotion.

Cranberry juice or lemon juice and sugar. Same drill as the two above. Take about a cup of sugar, and mix in juice to make a paste. I mention cranberry and lemon juices, but you can actually use any citrus juice, as the acid in the juice is one of the things that makes it work. Work it into your feet as described above. Rinse off, dry your feet, and follow with lotion.

If your feet are fairly rough, I would suggest starting with the salt and olive oil mixture. You can also use essential oils instead of olive oil, but olive oil is easily found in most homes, and it is good for your skin. You can use that recipe 2-3 times a week until your feet are quite smooth, then move on to one of the other recipes to help maintain the smoothness. Remember to apply lotion every day, not just following an exfoliating treatment, as that should help to keep your feet nice and soft.

If you like, after exfoliating, you can do a simple moisturizing treatment. Soak your feet again, if you need to, then rub in warm olive oil. (You can safely warm the oil by putting it in a cup, and setting the cup in a bowl of very hot water--DO NOT heat olive oil in a microwave or on a stove top, as it can catch fire.) Wrap your feet with plastic wrap, all the way to the ankles, and kick back and relax. If you want to help the oil even more, wet a towel with very warm water, and wrap that around your feet, over the plastic. Wait about 20 minutes, then unwrap your feet and wash them carefully. Finish off with lotion.

All of these recipes work best if you soak your feet in warm water first, as that will help soften the dead skin you are going to remove. It may seem like a pain at first, but once you get your feet nice and soft, you should be happy enough with the results that 15 or 20 minutes 2 or 3 times a week will seem like a small price to pay.
