Yes the name of the show was "Voyagers!" and the character's name is spelled Phineas Bogg. It first aired in October 1982 (I think on NBC) and only ran for 1 season (20 episodes).
It starred Jon-Erik Hexum as Phineas Bogg, a somewhat inept member of the Voyagers, a group of time travelers, and Meeno Peluce as his accidental young sidekick, Jefferey Jones.

I think it was called "Voyagers"....but I just barely remember it...
