Be sure that your goldfish are actually in distress, because they naturally gulp air when they explore the surface of the pond, or while they eat on the surface
If your fishes' gills are pumping rapidly, if they are having trouble righting themselves, or subsequently sink to the bottom after gulping air--you have a serious problem.
Your pond's aeration system should be checked promptly. Easy ways to oxygenate water are to add air pumps, waterfalls, or even manually churn the water. The more bubbles produced, the better. You should already have some sort of filter that pumps the whole pond's water volume in about an hour.
Your fish may also be suffering a swim bladder ailment, which is nearly impossible to remedy, or could just be on its' way out.
"Gasping" as you call it, is NOT a normal behavior. See you local fish retailer for more detailed advice for your particular situation

it happens when the water isn't circling in the pond and they have lack of oxygen. But it can also be normal. Goldfish take air from the top, like catfish. You gotta determine if it's normal, if they swim around the bottom and then come up for air or if they're doing it constantly.

SEE YOU HAVE TO FEED THEM PROPERLY AND REPLENISHING THE DIRTY WATER SCHEDULE MUST BE FOLLOWED .THEN THE VIBRATOR OR THE AIR PUMP YOU ARE USING TO WORK IN ALWAYS .THEN ONLY THE **** OF THE FISH WILL GO TO THE FILTER BOTTOM REGULARLY.IT AT TIMES COMES OUT AND MOST OF THE TIME IT IS INSIDE.IF IT IS A WINTER OR COLD COUNTRY WHERE IN YOU ARE STAYING KEEP A BULB LIGHTED UP TO MAINTAIN THE TEMP. THAT IS ALL.
IF YOUR GOLD FISH TURNS UP SIDE DOWN ON THE TOP OF THE WATER MEANS THAT ITS LIFE HAS COME DOWN AND REPLACE IT. THEN TO PREVENT WHITE SPOT ON THEM OR THE ATTACK OF FUNGI PLEASE USE DROPS AVAILABLE IN THE MARKET WHERE YOU BOUGHT THE FISH FROM ANY AQUARIUM. THAT WILL TAKE CARE OF THIS AUTOMATICALLY.
