If they're the knobbys, no, they don't have the corning capability that street tires do.

I assume you are referring to dual sport tires. You can do it, but it's not recommended. Pure Dirt Bikes are illegal on public streets. Bike tires as a whole, don't have a lot of contact surface to begin with. Knobbies have even less contact with the street surface, thus they would tend to slide out easier in turns and in the rain. That's why you see more rubber making contact on street tires, for traction.

It is legal, but kind of stupid. As noted by the others above, you don't get good traction or good tire life. The worst of both worlds, and dangerous, to boot.
Stick with road-design rubber and you'll live longer.
