The first track to become a hit record in the charts was "The Flying Saucer (Parts 1 & 2)" by Bill Buchanan and Dickie Goodman, from 1956. It sampled a range of other tracks from the period to create lyrical answers to questions, and the artists sampled included Elvis Presley and Little Richard. This was also the first instance of someone being taken to court for sampling someone elses material, setting a precedent that continues to this day!

Sampling is not a new phenominan,artists have been doing this for as long as there has been 'pop' music,you could say the Procul Harlem sampled Bach in their 60's hit Whiter Shade of Pale.

If you mean 'sample' in the modern context, then probably 'Beat Dis' by Bomb the Bass which used cut up technique to use samples from several tunes (all unlicensed) including a Public Enemy cut. Was about 1987 as I remember.
