Gosh I hope not I ask guys what time it is all the time because I simply want to know what time it is.

No man, that isn't usually a pickup line.
Alot of women don't wear watches, and simply want to know the time, and you seemed harmless.
But by her asking you the time, you can start a conversation and see where it goes from there.

I'm pretty sure it means she dosent know the time and wants to see if you have it. If a girl scout comes up to you and asks you if you want to buy a cookie does that mean she likes you (No) it means shes trying to make a sell

It depends on how she asked. Did she do it in a flirtacious way?? Or just plain simple?? If she did it with action, then yes she may have some kind of attraction. If she did it without emotions then she may not be really interested.
