Apparently the cartographers inserted around 100 fake streets to prevent copyright theft (ie. people copying their maps.)

I watched map man a few weeks ago and he managed to answer this question. The answer is, because London is expanding so rapidly, not all the streets get named immediately. When the maps are produced the cartographers then have to name the streets themselves, usually after themselves or family members. This can cause great confusion when trying to discover where in London you actually are if you have a map which is over 5 years old. These streets are knnown as the Phantom Streets.

"The majority of such roads are (to prevent such mishaps) short tracts on little used industrial estates."
