Paints with stain resistant properties usually have very resistant (read chemically inert) resins. They may be a blend of acrylics and urethanes - typically coupled to either silicones or fluoropolymers.

TEGO and BYK both make additives to add to paints to improve their stain resistance - some of these contain fluoropolymers similar to those found in "scotchgard". In order to achieve a similar effect in paints the fluoropolymer needs to be cross-linkable.
