I've just constructed and installed one. The first two answers are correct, though you don't strictly need the copper sheet. You could also use garden pavers.

The issue isn't so much about the deck catching fire as the deck retaining moisture under the fireproof board. You should at some points, especially after rain, move the pit and take up the board allowing the decking drying time. Even weather treated decking lumber splits and rots.

cement board (then Copper for asthetics) from your local hardware store. the cement board won't burn and the copper diffuses the heat back up away from the floor.
