If you've paid the bill, file a suit against the company in your local county court house. If you haven't paid the bill, don't pay it until the work is done correctly. File a complaint with the better business bureau. Go to the local TV station and tell them your story about how this company isn't following through. Ask the police or the sheriff what can be done and ask the county prosecutor of attorney's office what can be done. After you've done all of this, you might even go to the local newspaper, you'll probably get some positive results. At least, you'll come up with more ideas.

If you paid with a check,go to the bank and put a "Refer To Maker" order on the check. The money will be pulled from their account and re-deposited into your account.A check is a contract,if the receiving party did not do the job correctly, you have a reason to withhold payment until the issue is resolved.Be aware that they can and probably will put a contractors lien on your property.Other option is to bite the bullet and learn from this experience.

Don't know if NY has a registration program for licensing contractors (some states do). If so get in touch with the registrar of contractors. File a complaint. They have a BIG stick!
