Are you looking for the Michael McDowell who wrote the Blackwater series? The books are about a small town in Alabama that floods. While one of the members of the well-to-do set is looking for survivors, he finds a woman in a room on the 2nd floor of the town's only hotel. She moves in with his uncle as housekeeper/governess and takes a job as schoolteacher in the town. The town builds a levee to keep the rivers out of the town and the woman doesn't want the levee. There are 5 or 6 books in the set, I don't remember exactly, and I have read them for years because they're in storage. They are very good books.

Michael Paul Kube-McDowell born August 29, 1954, Philadelphia, Pennsylvania is a science fiction novelist. He has also dabbled in music, written for television, been a stringer for a daily newspaper, and published short fiction, reviews, assorted nonfiction and erotica. His books are very interesting but I don't think the classify as horror well maybe a few anthologies.
