i know it isn't the battery because i had that replaced. so what can it possible be and how much am i looking at having this problem fixed?

oh, there's an electrical burn smell on the inside of my car.

You "toasted" the fusible link. It is special wire between the wiring harness and the battery cable. The location varies from car to car.
Trace the connections from the + terminal at the battery and also check for the link near the starter / battery cable connection. Look for burned or distorted insulation. Replace the link with the same gauge wire.

You don't say what kind of car, but if it is a 90,s up model you will have a fuse box under the hood near the battery. The main fuse is gonna be one of the big ones. It is not likely you have a fuse link wire, but it is possible. My advice, not trying to sound mean, but if you can't hook up jumper cables correctly, you probably ought not to try and repair this yourself. Take it to a shop.

Sounds like you fried the main fuse to the starter, get it to a reputable mechanic who specializes in body electrical repairs

check your interior and exterior fuses and relays. hopefully you did not toast a computer or starter or something.
