Romance is a condition of one's mood/mental state. So irrespective of any destination, you may be romantic.

However, if one is slave of particular kind of destination or get boosted for the act in a particular kind of destination, I have seen people getting romantic at various places such at bedrooms, parties, when drunk, nature's lap, in the aircraft, movie halls..........

Dehradun with its Sulphur Springs followed by a trip to Mussoorie (the queen of the hills) and for the more adventurous you may go also to Joshimath in the Grahwal Hills. Alternatively I have heard that Rani Khet and Almora and Nainital in the Kumoun Hills are very romantic and picturesque.

kodaikanal is the the best romantic place in india. It is located in the south part of India. It is in the state of tamilnadu. Kodaikanal is a hill station. Tamil is the language spoken in that place. But all peoples in that place can speak English.
