When I employ peer review in the classes I teach, I grade the peer review, not the draft of the paper being reviewed.
I also provide specific guidelines for the peer review itself, and make clear that I want peer reviewers to submit a copy of their review BOTH to me and to the writer of the work they're reviewing.
