If it is in CD format and scratched you can buy some brasso and rub out the scratches. I have used this and it works like a charm (and is much cheaper than other systems). Put a little on a rag and apply it from the inside out radially (on the SHINY side of the disc). for deeper scratches rub along the scratch. Let it sit for about 10 minutes and use a damp rag to wipe it clean. Sometimes it takes more than one application, but this basically takes the scratch out of the plastic and allows the machine to read the disc

First of all
(1)Check whether the CD has the game fully written on it.
(you can observe the colour change in the CD) normally CD's are made by pure polycarbonate plastic a thin layer of Super Purity Aluminium is applied to it.So you can see the change.
(2)Take a table cleaner and use it you may decrease the number of scratches.
(3)Going through a windows interface you may not get it.So try "RUN" from startup there u may type the drive your CD is in and then type "setup.exe" or "recoil.exe".

I've heard some game manufacturers will replace scratched media if you send them your old one...there still may be a charge however, but it may be cheaper than buying the game again.

And good luck getting 1 on 1 support in the first place.

You could also search your favorite P2P network for an .iso, then burn your own "backup".
