Being called NYC models, means nothing. I have worked on both sides of this industry and there are plenty of crooks out there.
Beware of any agency that wants you to provide money upfront or insists that you use only their photographer. You are going to need a few good head-shots and, if you have it, a portfolio showing any of the work you may have already done.
You didn't mention the city / town / state this company is moving into. If you could add that information, we might be able to find out more about the company.
Here is a decent resource to help you avoid modeling / fashion agency scams:

But you need to check things out carefully.
Here are a few more resources that may point you in the right direction.

just present yourself as neat and tidy and take any portfolio photos you may have plus a short CV
Be wary of any agency that asks for money from you - the only money you should ever pay is to a professional photographer to do a portfolio for you and then not more than $500 - and most really good agencies will do this for free if they think you have talent
my agency did this when I joined them - they get a commision on each job i do
so if they ask you for money they are bogus - otherwise good luck!

It is a scam.
Do not give them any money. If they want to represent you, they should take a percentage of the money you earn from jobs they send you on.
The best idea is to not go to the "interview." The second best idea is to walk out when they say you have to spend your own money. Legitimate modelling agencies don't do that.

Recently, there are many "project supermodel". I think this is the best and fastest way to promote yourself. TV programme will always be noticed by public. I think the models who are working under agency have to be patient for being famous one day. But if you get yourself promoted through the competition, you will easily be famous(is it long-last..erm..depends on your fortune la)

most of the ones like that are total scams, you have to pay for your head shots then for alot of different things, pay for your modeling coach, you might get one or two jobs but in the end you will have given them way more money then you get out of. you could contact the better business burro to see what kind of record this company has.
