The speech was given by Patrick Henry on March 23, 1775, at St. John's Church in Richmond, Virginia, and is credited with having singlehandedly convinced the Virginia House of Burgesses to pass a resolution delivering the Virginia troops to the Revolutionary War. In attendance were Thomas Jefferson and George Washington. Reportedly, the crowd, upon hearing the speech, jumped up and shouted, "To Arms! To Arms!."

Supposably Patrick Henry said it in a speech in St. John's Church in Richmond, Virginia.
St. John's Episcopal Church is the oldest church in Richmond, Virginia. St. John's hosted the Second Virginia Convention in 1775. It was at this meeting that Patrick Henry challenged his comrades with a speech that did NOT actually include the exact words, "Give me Liberty or give me Death." The actual words of the speech are written there in the church.
He never actually said that...it was a fabrication

This was the last line is a speech given by Patrick Henry at St. John's Church in Richmond, Virginia on March 23, 1775. Henry was speaking to Virginia's delegates to the colonial congress who were debating if the colony of Virginia should join the revolution against England. Largely motivated by Henry's words, they voted to join the American revolution and the rest is history.
