VERY possible. I had, stress HAD, a hampster with allergies. Get rid of the wood chips right away and go with newspaper. You can buy newspaper mulch at the bet store, or make your own with a shredder.
Also consider a diet change to include more fruit. and be sure to clean the cage very regularly, at least once a week if not more.
I miss my "Buddy", I hope yours will fare better. I let Buddy's problem go too long before correcting it.
Addendum:
Someone above recommended Cedar, that's a BIG no-no! Even for myself, my allergies are never worse when I've been near Cedar. Same for Buddy.

Dear hamster problem,
I would dearly suggest you calling a vet and explain the problem.Ask whoever you talk to if you can have a free allergy testing.It would be best or may be its the time of year watch him for at-least a week.If this problem is on going VET.mmm...also you may want to think back when he started having the allergies.Have you bought any new pets?Items?I hope I have helped!

Go to the pet store and buy a bird antibiotic. They do sell them and put the drops in the hamsters water. You can also give them vitamins, Try dark red cedar bedding fgor your hamster. You may also want to call avet if he looks real bad. Its always best to be safe than sory.

DON'T USE CEDAR under any circumstance. You can buy paper bedding at any pet store K-mart Wal-mart. If you use wood use only aspen wood. Cedar is highly toxic to small animals. I have guinea pigs, don't know much about hamsters except for the wood products.

This could possibly be upper respiratory. This is common and can only be cured by a med. given by a vet. Stores do not sell any meds for it.
If you neglect to take care of it, and it is Upper Respiratory, then it will probably die quickly.
Do you use pine or cedar bedding? These bedding's, because of the aroma, can cause animals to have upper respiratory disease.
Call any exotic animal hospital for treatment.
