Congress created and passed the budgets that Bush lacked the will to veto. They are also responsible (primarily) for any deficits.(I would have vetoed every budget they sent me until they got the message). You are probably so naive that you also believe that Clinton and Congress had something to do with budget surpluses during the stock market boom. Thank the rich and all their capital gains and income taxes for those surpluses.
Surpluses are created through economic growth which can be jump-started through tax cuts. The Bush-related tax cuts have not led to decreases, but rather increases of over 10% in federal personal income tax revenues (check the IRS figures misinformed Democrats). I will be dead and long gone before there is a Congress with the will to actually cut spending (and I don't mean cuts in proposed spending). Only then will we know that they are serious about maintaining anything approaching a balanced budget. The future of this country depends on it to a large degree.

Debt has come with the war for Iraqi freedom. President Bush would not have permitted the war with Iraq if it had not passed through the senate and house. Any extra funding for the war in Iraq has also passed through the senate and the house. These conflicts in Afghanistan and Iraq along with spending have passed by majority vote EVERY SINGLE TIME. Even Sen. Kerry himself voted for action in Iraq even though he can't except the fact that he did. So try to realize that Pres. Bush has not been the lone horseman supporting this war and it's cost. You have to except and realize this before your question can be answered. Avoid the Bush blame wagon and learn the facts for yourself before you accuse.

I'm sure you are clueless about economics so I am going to make this as simple as possible: government collects taxes- thats how it "makes" money. If the government has a surplus then that means you are paying more out of your pocket so the gov't officials can spend it.

His plan is to leave office in 2008 when his 2 terms are up. He isn't going to worry about a thing. As far as he is concerned, that is a problem for the next president.

Are you serious? He is not going to worry about the debt, let alone pay it down. Theres a war going on, and when that happens, it's spend, spend, spend. You'll have to ask the next president that question.

probably hiding in a hole like sadam did after he gets out of the hot seat... but instead of having cash on him he will probably be making a blanket out of oil stock papers. or passing it on to his successor of the monarchy ol jeb down there in FL. He doesn't care his oil stocks he owns will more than provide for himself in the future. Not to mention the tax paid protection for the rest of his misable existence.

He will leave it for our kids and grandkids to pay. Meanwhile he and his rich friends who don't pay taxes are having a wonderful time getting over on the working class.
