I assume that you have some particular god in mind. I can't speak for all gods. I can only say that gods in general accept credit for everything, good and bad, wise and foolish.
At least that is what the books say. Then again, who's to say that those books are correct. For all we know there are some errors in translation and some misconceptions in perspective.
One thing is for sure, we are not gods, althoug we wish we were. We rewrite religions as we see fit. If we are wrong who knows? God? That is still to be seen.
Did god create anti-matter? Why not? We already have the Atomic bomb and the Hydrogen bomb and the Neutron bomb. If you can theorize an energy source, we can make a bomb out of it. Now, people want to discuss anti-matter thinking that it too is a bomb when it comes into contact with matter. Did god create anti-matter? When it is mass produceable someone will say yes and thank god for the discovery like an athlete who just scored on the sabbath, whatever day that is.
Does anti-matter exist? Why not? Probably in a perfect vacuum. Are we capable of creating such a vacuum? Why not? Is this a good thing? Could be. Or not. It depends on what happens. It could destroy the universe. Who knows?
This is one of those pandora's box thoughts that might be better left unexamined.
As for myself, the answer is yes on the creation part and no on the dualism part. Unlike everything else in the universe, anti-matter is contrary to a universe. It balances nothing. It replaces or destroys everything. And don't tell people god created good and bad, and so on. In some religions, god created the universe and it was good. The bad part comes later after man began to question god. And this left/right, similar/different thing. That is from man's perspective. Who says what god's perspective is? Not I.
I suggest you take it up with god, god willing.
If you do and I doubt you will, beware. Most religions have a tower of Babel legend that tells of what happens to curious humans that dare to stick their noses were they ought not be. Either you or god is going to destroy the other. And who knows, anti-matter may just be what makes that happen.

First of all, anti means opposing, against. So do you mean anti, or non? (I'll assume you mean non, even though assuming often makes an a s s out of u and me, and no one needs that ;-).....
Sure there is... you've already answered it in your question. It's all in the way you look at it. (however, God did not make bad, hate, wrong... humans did with the gift of free will).

(and as far as right/left, I'd say those only matter if you're trying to get someone specific... up/down, Heaven/H e l l...I'd say that's pretty specific ;-)
lol, I don't know. If you want to talk about the fact that my body is made up of a certain matter, volume, blood, etc, and you're looking for something that could be defined as non-matter, I couldn't tell you scientifically, but I could say that He did make some great things of 'non-matter'; wind, spirits, souls, smells.... and personally, those matter quite a lot, but hold no actual substance (matter)....

Well, yes and no.
I had this debate recently with someone and they informed me that true anti-matter was actually created by a group of scientists. Granted I'm told that it was a very very very tiny amount, but that it was created and documented.
I could leave it at that, but then that wouldn't really be answering your question as you didn't want the scientific aspect.
My personal opinion, even after hearing that it was actually done, is that no, it does not typically exist and only existed in this case because a group of scientists created something that they felt was anti-matter and they labeled it as such.
I think that the infinite universe is filled with only one thing, and one permutation of that thing.
The thing is energy and the permutation is vibration.

Then nothing that exists for us, exists but by the Word.

In my opinion I think anti-matter is that which we yet have the proper abilities yet to see. I don't think "he" created anything. And of you acertain the existence of a notion called "nothing" well yes it exists, be it as a concept or that which is not something.
Your duality also excludes the shades of grey and maybes of life. There are in betweens to things and everything can't be neatly divided into such a dualistic order of the universe. That is my opinion.
The virtue of a bowl is the empty space it creates and not the bowl itself. I read this somewhere and it explains the "other" or "nothing" you imply perhaps.

I think you are talking about Ying and Yang.
Yes, Anti matter exists for a split second after a collision in a particle accelerator. Matter and Anti-matter can not co-exist, they cancel each other out.

Anti-matter is real. The even have analytical instruments that use antimatter. Positron annihilation spectroscopy. They hit the sample with positrons (electron antimatter) and watch the burst of energy as the positron and electron cancel each other out.

If there is a God, why couldn't he make anti-matter? He made dark to go with light, why couldn't he make anti-matter to go with matter?
