Sociopathy affects an estimated 10% of the population. This means that 1 out of 10 people that we know have no conscience. (doesn't know right from wrong) But what's really unsettling is that sociopaths can totally fake it and 'pass' as 'normal' -- and most are really afraid of going to jail because of the loss of personal power over others. So unless a sociopath has blood lust, they'll pretend to be normal while taking everything they can from you; betraying you and doing you wrong for the 'fun' of it. They'll be psychologically manipulative, devious, dishonest and completely without remorse for any harm they do. Sociopaths think us 'normal' caring people are foolish and naive. They believe themselves to be superior in intelligence. They cannot feel love for anyone but will fake it in order to get their needs met.

Science has blamed an underdeveloped frontal lobe for sociopathy. I believe someone who refuses to develop into a better person but continues to blame others instead has a propensity for sociopathic behavior. Our 'spiritual gate' is biologically related to frontal lobe activity. Those who want to develop and change themselves for the better have more frontal lobe activity than those who don't. Whether one attaches a belief in a Higher Power to their quest for transformation doesn't matter. It seems that the desire to become 'harmless' is what activates the frontal lobe....to me an indication that the 'proof' that someone is living a 'righteous' life and following God (Love) is the desire to grow and become harmless. Believing in God to be 'saved' from Hell could be just as easily accomplished from a sociopath as a 'good' person. We follow God by following righteousness, whether we say it's God we're following or not.

It's a question of "nurture vs. nature". A person who has a family history of evil will not necessarily follow the pattern, just as a person who has a family history of good might not necessarily follow in that direction. If you're taught right from wrong, and you make good use of that knowledge, you probably will turn out alright, but if you are taught to see the positive side of doing bad things (if there ever was such a thing), you might be more inclined to do bad things. Understand that there are very few incorrigable bad people in the world -- sometimes to find the good in somebody, it takes a person who really understands them and can see beyond the evil facade. Even the devil himself wasn't all bad; Satan tried to do evil by convincing people to do whatever serves them first and to have fun by being selfish. But if he was all evil, then people wouldn't be so suckered into doing his evil bidding: he has to be nice enough to make people believe he's the real good guy, even if he's telling a real whopper of a lie. But if Satan was all bad and seen by people as all bad, then nobody would swallow that pitch. He's just nice to people who are already bad to begin with.

I don't believe that anyone is inherently evil. I believe that everyone has "good' and "evil" qualities and that some people, for any number of reasons, develop the evil side more than the good side. For that reason I don't think you can really calculate the percentage of evil people in the world because it is hard to define evil.

Quite often it is defect in one of their genes. Also can be caused by the environment they live in. They also can be taught to be evil.
.....You must understand that what you would consider evil others may not. Think about what is going on in Iraq nd other places where so much killing and other atrocities are happening. Would you call all these people evil. They do not think they are. Such questions do not have simple answers.

An evil person is someone who recognizes what they do is wrong, but does it anyhow. If what you're doing isn't wrong by yur standards of morality, then you're not evil.
That's my definition.
As to the percentage, I have no idea.

Seriosly, I think an evil person has absolutly no remorse for another persons, feeling or well being.... Rapist, murders, molesters, some wife/husband beeters, Adulterers
