Google reads the keywords meta tag but does not index the keywords. You can prove this for yourself by inserting a unique word in your keywords meta tag and then after a suitable period observing if your page appears in Google on a search for that word. It will not!

The reason search engines ignore this tag is because it is very easily abused and it is not uncommon to see very long keyword stuffed text strings in this meta on pages constructed by ignorant web designers.
